Honestly I know the concept of this single and all she has done recently as a teaser for it points to a GH album but GHs are pointless now a days, and I fell like she knows that. She wouldn’t do a GH album in my opinion.
 

Maybe this is a “greatest hits” in a different way. She’s one of the artists considered for a Vanguard this year, maybe it is her getting it and she’s going to do a medley performance of her hits at the VMAs. Another thing would be her using this to announce her being the next Super Bowl Halftime headliner, and she will do this thing that “reflects” on her whole career leading up to what one would call one of the greatest stages an artist could end up on. 
 

Another thing could be a GH tour, kinda like Taylor’s Eras Tour, but this is more unlikely due to her recent comments about touring.

A GH album in this day and age doesn’t make much sense with streaming, but it isn’t completely far fetched. She could have signed a new deal while still owing RCA a GH record if it was in her contract.
 

Janet did something similar in the 90s when she left A&M and signed to Virgin. She still owed A&M a GH album, so that came about 3 years after she released her first Virgin album.
