I only prefer NRO over Gaga's lead. if we add BR to the mix, Gaga is a clear winner, not even close.

Katy. I automatically voted for Gaga forgetting about how bad of a choice PI & Stupid Love were because I hated Roar that much, but in the end Katy’s leads were technically the right choice every time.

Katy was a lot more consistent with lead singles than Gaga. Chained To the Rhythm (and to a smaller extent Roar) are the only ones I don't really listen to anymore. Just Dance and Born This Way are great and Applause actually grew on me over the years but the last two songs haven't really aged well. Even when you include Bad Romance Katy still has 4 good leads. 

 

I feel like the two of them are more evenly matched among 2nd singles. Hot N Cold, Teenage Dream, Dark Horse, Bon Appetit, Poker Face, Telephone, Judas, Do What U Want with Xtina and Rain On Me still go off and Million Reasons is fine as long as I'm not at work (I work at a grocery store).

Doesn’t Katy consider Dasies the lead single of Smile? I count NRO as the lead cause it’s not a bonus track and was released as a single first...But I wasn’t sure the general consensus.

 

Either way, Katy wins in terms of lead singles. Gaga’s lead single choices have always been kinda meh. She always has other songs that would’ve been much better options 💀
