Because this one serves a very specific purpose. It's not the lead single of her next album.

I know, but it's the comeback single nevertheless, any good material from Rih would smash immediately out of the gate so I don't understand their decision

Comeback or not it's for a very specific reason. 

 

And let's be honest. It's not that a bop-Rihanna lead single would have smashed immediately. Yea ok it's her big comeback after 7 years but we can't expect her to pull the opening numbers Adele did. I don't think that a bop-Rihanna song would have pulled more than 10mill debut streams and it will probably won't happen when her lead drops regardless the song. She was never the "instant-smash" artist. Her hits take time to grow.

This is bombing in real time just like Keeps Getting Better and Run The World did, every minute you pressed refresh the song plummeted more and more.

Lift Me Up isn't doing well on streaming. Rihanna's almost 15-year-old song, Disturbia, has almost caught up to LMU on US Spotify:

 

30 (-10) Rihanna - Lift Me Up (778,105 streams)

31 (+30) Rihanna - Disturbia (772,629 streams)

The problem here for me is that lyrically it's quite bland and basic. For such a subdued song, it needed to actually be poetic and beautiful.
