They were meant to be fun, while providing the industry a marketing tool. The charts are about popularity according to Billboard's own words. If you want a chart that's inaccurate but fun you can make that yourself. You don't need Billboard for that. as for the charts and history. The whole history thing is overrated. Accuracy >>> History.
