Since the 90's The only #1 Radio Songs that missed the top 10 were not allowed to chart on the Hot 100 at their peak because they didn't have a retail single available for sale. "I'll Be There for You", The Rembrandts 1995 Radio: 8 weeks at #1 (Hot 100 Peak: #17): It was released for sale 3 months after its airplay peak when the song was #16 on Radio. "Don't Speak", No Doubt 1996-1997 Radio: 16 weeks at #1 (Hot 100: N/A) "Men in Black", Will Smith 1997 Radio: 4 weeks at #1 (Hot 100: N/A) "Fly", Sugar Ray 1997 Radio: 6 weeks at #1 (Hot 100: N/A) "Torn", Natalie Imbruglia 1998 Radio:11 weeks at #1 (Hot 100 Peak: #42) When Billboard changed the rules and allowed airplay only singles to chart it was too late for Torn (it was #32 on radio by then). Mess at their labels not releasing a single when they peaked at AirPlay. Bigger mess that there's a chance for a song to hit #1 Radio today without going top 10 on the Hot 100.

This is still so crazy to me, these songs were HUGE, I can't believe they weren't #1 hits on the Hot 100. I remember Torn being EVERYWHERE when I was little Why did it take so long for Billboard to change this rule?

It was a right rule, because labels wouldn't put out singles in physical form to boost album sales. The digital age changed all that obviously
