Yes, Rock and a Hard Place went recurrent at #5 just a few months ago. No, songs just go recurrent if they are unbulleted and outside the Top 10 after 20+ weeks. Songs can also be purged before the 20 weeks if they fall below the Top 40 and are unbulleted, although Mediabase has recently given younger songs more leeway (like Timezone and Miracle this week).
