Cowboy Carter is bloated and meandering but the creativity and genre bending remains exquisite so those two are about even for me. It's that Rennaisance is a masterpiece and Joanne a failure that clinches this choice. 1

However this might be affected strongly by the fact I've seen the album live 3 times and it was also easily the most insane concert experience I've ever seen 3

If anything, integrating a sample actually shows how meticulous and layered the production was. Are you aware of like, the entire history of hip hop and R&B for the past 30 years? What a boomer'd take. As for "sampling without permission" it's simply not true. The Milkshake sample was credited properly and Kelis' issue was with Pharrell and not Beyonce. If anything, Beyonce is fastidious about credits, leading to the ignorant "100 writers on a song" OBH talking point. Finally, I can't think of a song that was a "straight up cover" other than the homage to the iconic I Feel Love bassline which was clearly a nod to a Black disco legend and certainly did not make the song a cover.
