As far as I know, yes he did. SM no longer manages Taemin's solo activities, but he can still participate in SM managed group activities. 

 

However, like with other groups that have members outside of SM, I believe the new agency and SM have to jointly agree the activities before they can go ahead. This could be the reason. Though there is also the fact that he is also on a world tour right now and might not have had the time to participate in SMTOWN.
