They had the biggest album of the year in the US, but LeAnn had the advantage of having three entries in the top 31 albums that year (#6, #21, #31). They had three entries in the year-end Hot 100, but the highest was #10 (others at #28 and #35), whereas LeAnn had the #9. Due to the tracking period, their second album had no major impact on this ranking; however, also due to the tracking period, LeAnn's song was also #5 on the 1998 year end charts, so both artists lost out a little. It's sort of a close battle, but when you consider having three albums do quite well throughout the year, I think it tips the scales in LeAnn's favor in total chart points. The Nielsen/SoundScan tracking period is a little different (a true calendar year), but on that list, the three LeAnn albums totaled to 7.6 million units sold where Spice alone sold 5.3 million. It wasn't a particularly strong year-end album for the 90s. 1

I'm sure she was #2 or 3 that year. Taylor's dominance started closer to the end of 2014. Only Shake It Off would've really carried her, no? Bey had no chance in 2003-2004 vs 50 Cent and Usher (Usher obliterated absolutely everyone), Sasha splitting between 2008-2009, and also no way to compete with Adele and Drake for 2016. At least she scored twice with DC.
