We can only assume that there's some eligibility criteria she didn't meet for the awards specifically, like having to release tracks eligible for the genre chart  within the tracking year. That would be a rule intended to help ensure that Billboard highlights active artists during the awards, which would usually make sense and would not usually result in a contradictory result like this - and which I think would be a fair and appropriate rule to have.
