Because the music is subpar and they don't want to admit to it at this point in her career. Keep in mind that when Gaga was at her peak the GP was on her side musically, visually and sonically. Now the general public doesn't care about her outside of acting or her Adult Contemporary songs such as Shallow or DWAS .

Most of us don't base our worth on Gaga's success, so no we're not going to buy 10 versions of the same song just so she can go #1.  If it connects with the GP it will smash, if it doesn't, then at least we'll enjoy it.  We already bought the original and stream it regularly because it's a genuinely great pop song.  Any significant additional support is where mento illness starts to come in (ex. the Barbz).

She still has a devoted fanbase, but maybe smaller than back then?
