I think is fully possible for someone to be intelligent at some point of their life and grow dumb over the years. When I was in college I felt like I was becoming more and more stupid over the years instead of learning more stuff, but it was actually my depression messing with my brain's ability to retain information. And even people who don't suffer with depression can get stupid if they don't exercise their brain often.
