Both are has-beens in the eyes of Gen-Z. They don't know Kesha and they dislike Katy. So maybe Kesha has a chance.

Why is everyone's perception of Gen Z as people who were born yesterday  Gen Z IS the generation that had Kesha and Katy blasting everywhere as kids, they do know them and have preference

Spotify streams can messure which artist is more liked and listened by the Gen Z. 
 

not to mention Katy also gets more viral songs than Kesha, which also is a mesure who's more listened and liked.

they don't know kesha's existence and if you say "tiktok" the first thing that pop into their heads is the app, while katy is remembered for her throwback classic and hits which is hard to get not everybody has that to their credits

The oldest gen z are like 27-29 (depending on your definition), of course they know who Kesha and Katy are 

 

Die Young and Cannibal were both pretty big tiktok trends a couple of years back and Katy had Harley's in Hawaii, so even the younger ones probably know them
