Yup. If we're trying to find who opened the doors for talentless acts (if a specific person or moment can even be found), we could be here all day.

 

But Frank Farian's two groups (Boney M and Milli Vanilli) seem like a particularly egregious example, as well as Black Box, C+C Music Factory and that whole wave of early-90s house acts lipsyncing to Loleatta Holloway and Martha Wash's (uncredited) vocals.
