No. Eminem also sold over 200 million and he's from the 21st Century. Michael Jackson and Madonna sold 200m from the 80s and Mariah and Celine from the 90s. It hasn't changed as only 1-2 artists from each decade reach that sales threshold. There are many many acts from the 21st century that reached 100 million in sales just like from the 80s and 90s.

Like that other user said, the CPSC (or whatever it's called) method already includes individual songs sales. So you adding 200m singles by Taylor is just double counting.
