It has "State of Grace" and "All Too Well" (10 Minute Version) which are some of the highest highs of her career.

 

But it also feels a bit bloated.

 

Does it deserve to be her highest Metacritic album?

I think Folklore and Evermore are more mature and less bloated but sure.

 

People sorta collectively pretend the bad songs don't exist on Red because the good ones have great songwriting.

I always thought of Lover as her second attempt to make Red because nothing else in her discog feels as random and mixtaped as these two.

No. Speak Now TV, Folklore, and Evermore should all be tied as her highest.

I think RED has a lot of fillers tracks and the TV has even more. 

How could it not? 30 tracks imo. 

 

Taylor has like 5 better albums than Red. It's still a good record ofc.

Of course. While a lot of the stolen versions are better than the TVs, it has her best vault tracks which add a lot of value.

 

So ultimately, Red (TV) is her best album.

Red deserves its high score, but folklore, evermore, Speak Now, and possibly Fearless should be even higher. 
 

I do agree that Red TV is overly bloated, but its score is basically retrospective acclaim for the original album rather than an evaluation of the 30 track saga as its own body of work.
