Both lead singles are controversial and were the exact opposite of what Gaga is known for musically, but which of these lead singles was a bolder move?

Born this way. She was trying to deliver a message with that first single. New producer, writers, and sound. 
 

perfect illusion was just her trying to do something new but she wasn't  trying to change pop culture like born this way.

Born This Way all the way. That one almost killed her career but talent pulled through at the end.

Perfect Illusion was a bold move in the sense that it was a horrible lead single choice

PI came and went. She never did promo performances for it.

Musically, Perfect Illusion was bolder. At least Born this way was a catchy dance track (yes, I know the production and the lyrics were risky) but dance music in general was trendy back then. PI was way too-rock ish for the mainstream music scenario of that time, everyone was doing tropical-influenced songs (Sorry, Work, Once dance, Cheap thrills, I took a pill in Ibiza, Side to side, Hotline bling, etc).

 

Now if we take in consideration their images, videos, performances and everything else during those eras, Born this way was riskier.

Thematically/statement-wise, Born This Way.  But sonically, honestly Perfect Illusion.  It was a bit of an unexpected vibe for her for a lot of people.
