Jay Z ugliness is overhyped to me. He is not fine for celebrity standard but in non- entertainment world, he is just okay/regular. I wouldn't call him ugly.

 

Also, his appeal is not about the looks, Jay Z had that charisma, that power/influence, the way he carries himself, that confidence, then to top it up with his money. 
 

If he was single, and not a cheater , I can actually date him .

Great points, people exaggerate his ugliness because he married someone considered so beautiful, they  feel like Beyonce should be with someone on her level of beauty. But as you've noted Jay-Z's other qualities make up for that, many woman find power and status just as appealing.
