It's cheaper, there seems to be an issue with SM regarding Red Velvet now more than ever (regarding investment) the concept, design and packaging while good it's not as thought out as their previous eras and they re keeping the budget really tight

This...plus the album itself is very last minute and rushed. They have been filming and recording it all literally in the last month, plus SM has thrown it out with only 2 weeks of pre-order. Such a mess.

 

I believe they also suddenly pushed this release forward, since it was originally planned for August, probably due to contract renewal situations...

 

Whether the "fancon tour" gets extended beyond Seoul will probably also depend on all 5 renewing/reaching some kind of agreement with SM.
