No it's like if HYBE was the president decided they don't like how popular YG/SM/JYP (the opposition) debut groups (laws) are in comparison to them and accuses them of sympathising with MHJ (North Korean) & declared that only HYBE can debut new groups from now on under martial law.

 

But the Big3 have the majority of the vote of parliament (60%) even without HYBE so they broke into MCountdown (the parliament) and voted against the law.
