Well one of Shania’s Diamond albums has only sold around 5 million copies.  
 

And she is on pace to have 4 more Diamond records (on top of the 2 she already has) in the next few years so she is getting there.

She needs a few more eras to be classed as big as Madonna, probably another 20 years to surpass her. That being said, they’re from 2 different leagues. Taylor has always been consistent commercially, and bigger than ever before this year, but Madonna was on a whole another level. It’s not fair to compare the current generations to her generation when it was x10 harder to sell albums or concert tickets.

It’s a double album with a red and green version so it got counted twice with each sale for RIAA purposes.  It “only” shipped about 5.5 million units.

Madonna, Whitney, Celine, Britney, Adele and Gaga were all bigger acts during their peaks.

 

As for the legacy point, I'd say that she's not near Madonna or Whitney.

Sadly, even if she has higher sales, higher tours, etc, she is not as omnipresent as them. I know that she's bigger than everyone else in the U.S. and some asian countries, but it is not the same case in other countries. I'm from Latin America, and I know a bunch of people that don't know her. It is not the same case at all with Adele or Britney.
