Even at her lowest Shakira managed to get hits (She Wolf, Can’t Remember to Forget You, Dare).

What Shakira has done very well is transition into the streaming/social media era and has managed to conquer newer generations wich is one thing Madonna lacks. There has not been a single week when I didn't hear one of her songs on the radio, people talking about her, people watching her videos. It's actually scary because she has come to a point where she cannot be overexposed here, because people are already used to her omnipresence. Madonna is still the best selling female artist in brazil and Latin countries. She will do again when announced a South American leg with this tour. Her longevity is still valid. Watch out

If you’re considering some of those Shakira eras as “hits”, then that must mean MDNA was a smash considering it debuted at #1 with 350k copies, had a top 10 Hot 100 hit, a recording breaking Super Bowl, and the second highest grossing tour of all time (at the time) behind her own Sticky and Sweet tour. 1 2
