I think she'll always be mentioned in conversations about 2010s pop music. She's not an artist who changed the course of music history.

Being an icon means contributing a lot to a certain era. Katy was one of the biggest hitmakers of the 2010s so she's an icon of that decade. She's a pop icon overall. But she's not a legend.
