Britney has def sold more worldwide, I’m even sure Shakira sold more than Beyoncé. And don’t come with US sales comparison, it’s worldwide 

Also Celine sold more and Cher.

Even Shakiras Fijacion Oral sold 1m in Mexico and 0.5 in Colombia alone but I assume they don’t even track these sales. 
if you REALLY would count all worldwide countries sales, Beyoncé is not even top 10

Beyoncé is one of the most consistent artists ever. She may never had a gargantuan peak but her consistency through several decades logically made her crawl into this Top5 at her own pace and now you're all mad and shocked she reached those heights

 

It was a matter of time before she surpasses artists like Céline and Whitney who didnt benefit from the digital era at ALL.
