I mean, there is definitely a difference between using a sample in a new/interesting way and literally just copying a familiar melody everyone knows so that people like it.

some people on this list (Mariah especially) have the talent to use a sample & actually turn it into something new & fresh while others just use samples to lazily create rehashes of old hits

Sampling is heavily used and loved in the R&B and Hip Hop genres which is why you see Nicki, CARDI, and several Black artists on this list.
