Yes, one of three. Taylor, Britney in prime and Madonna in prime were/are the closest.

 

However, none of the three had the worldwide impact and charisma that man had. The world legitimately stopped when he did an album. Thriller has an untouchable record of nearly 80 million copies sold for a reason. And it STILL sells like a few hundred thousand yearly. He is the biggest artist of all time, no doubt

 

Edit: Did not see America, but yes those three were the closest.
