Since Beyoncé is referencing that era, it seems much more likely that this would be the reference.

Always figured this was just some weird avant garde idea of Madonna's to mix equestrian with disco after the horse accident in 2005.

Blond Ambition Tour is like the first modern pop tour with different segments, interludes, huge props, etc. Of course Beyoncé took some notes. I'm pretty sure all pop girls from Bey's generation hear about/watch all of Madonna's tours. She knows how to surround herself with the best people/the best creative team. That said, Beyoncé is also a major force and the greatest performer of her generation, so it's lovely to see one queen inspiring another one Plus, Beyoncé never hides her inspirations.
