She probably didn't get a chance. I believe Bey recorded this on a whim over the last few days (the clear reference to Kelis over the hater part in the beginning) and they sent it to Madonna for approval for release.

I think the inclusion of less popular female artists was because she admires their artistry. Although, I think those legends should’ve been mentioned too. I think she shouted out Grace twice because she’s a feature on the album
