Shinzo Abe only decided to make the speech in that area late the night before. Killer determined his schedule by looking it up every night. He created a hand made gun based off instructions on the internet. He held a grudge against Abe because the church affiliated with Abe received donations from the killer's mother which eventually bankrupted her.
