The campaign needs to focus on Pennsylvania, Michigan, Wisconsin, and Nevada and use any funds they were going to waste in Ohio and Florida in Arizona, Georgia, and NC. but the main 3 they should spend the most money and time on are obvious

It's more a lack of procedures for proper registration clean up. My county sends out a registration postcard every February of a year which has a statewide election. If the card is returned by the Postal Service, they should remove the voter from the rolls. It doesn't always happen though and the Postal Service doesn't always send the card back. After I moved in 2019, I got two of those postcards for the previous residents in February of 2020. The local post office knew I was the new resident as I paid for extended mail forwarding service and was still getting mail from my old address. I had to mark them return to sender and drop them in a mailbox. Many government agencies responsible for elections don't have even a basic system of purging voter rolls.
