I think there's a misunderstanding here about Trump's power and goals. Trump has never had a good relationship with Congress. A weak, do nothing Congress is good for Trump. His power comes from executive orders. The only oversight he receives is from the Supreme Court which will probably have 5 Trump appointed judges by the end of his second term. A Congress that is unable to hold the President accountable and a Supreme Court that works for the President gives the executive branch unchecked power One of Biden's gravest mistakes was not doing more to reform the Supreme Court 2 1

"Demographics is destiny," they said. There was never any urgency to get much of anything accomplished, so Democrats let themselves get shellacked and accomplished very little while Obama was president as a result. They had to settle for a Republican healthcare plan that no Republicans voted for… and no attempt to codify Roe v Wade even after fearmongering about it for decades. Meanwhile, it looks more and more like Biden may in fact be the last Democrat president due to… demographics. 1
