It depends on whether he'll release something tied to his performance or not, but even if he doesn't, I doubt she'll be actively promoting anything that week since the Super Bowl will dominate all the attention.

 

(Plus, we don't even know for sure if she'll release the album on Feb 28—it could be sooner.)

 

As for the inauguration, Beyoncé isn't Gaga. We know Gaga would likely find it inappropriate to promote music that week, given the hardships this presidency will bring. And this isn't just a guess; the Chromatica era showed us that repeatedly. +her father probably attending 

 

So yeah, I hope something will start to move earlier than January cause otherwise this era will be really quick
