I think it's because ITO was #1 for the first time and then Despacito went #1 for the first time. Most #1 replacements follow multi-week #1s. It isn't really an achievement as much as a distinction.

The song was already gaining momentum in the States. Beiber's brand just made it that much bigger.

 

You're either an oppressed Trump supporter who doesn't want a Spanish language song charting at the top, or you are pressed that Beiber's brand carries a lot of starpower unlike your fave. You must be in hell if you're all of the above.

 

Don't worry this song will eventually fall...despacito!

I always have found weird that Billboard's tracking period for Radio is different that the one for sales/streaming. That doesn't make any sense.
