Because it's a lazy remix with JB's fake Spanish which is an attempt to score another hit, the song is already huge WW and has a music video with over 1 billion views, Bieber contacted the original artists for that remix and not vice versa.

That doesn't matter. Songs "deserve" #1 based on how they perform, not how they were made.
