They only include albums released during 10' decade. 

Catalog sales are not included

That translates to 3.5-4.0 album equivalents SPS wise at least

That was just my guess, they could easily just update the rankings whenever they revisit artists discographies, that'd be easier then deducing specifically which sales came from which decade I'd imagine

Yeah CSPC units are supposed to translate all song/album sales into purely album units, so those songs do contribute a large chunk
