Technically, Beyoncé debuted in the 1990s as the lead singer of Destiny's Child.

 

If you are hesitant to accept that given it's not solo work, Beyoncé did release two different solo (non-Destiny's Child) songs in 1999, making her a 1990s artist from a technical standpoint still.

 

But as it was the end of the decade, I don't think it's comparable to Shakira who debuted at the start of the decade and who had her first major successes in the middle of it.
