I don't believe it has anything to do with how Billboard weighs streams.

iHype.
He's just truly huge, so huge that his discography is casually streamed by a huge portion of the public every single day. It's funny when people try to push the narrative he's falling off. 1. He moves MILLIONS of album units even with no new album every year 2. Charts 5+ albums every week. If he's doing that while falling off, then wtf does that say about these other artists who can't even do either of those at any point in their career ever. Even if he has peaked with Scorpion/Views, I think he'll still have a decent success (ala Taylor/Eminem past their peaks) and will continue to have a big catalog. Mark Rih
because he's the biggest artists of the century in the US so far. As simple as that Taylor might be ahead on the all time list, but it's only because streaming wasn't a thing till 2015-6 + he's catching up

He's more than proven himself as a consistent force on both the Billboard 200 and the Hot 100 chart.

swissman
He's one of those artists that benefit from many demographics being interested in his music. In his case, he benefits from both men and women of various sexualities really enjoying/streaming his songs.
