To be fair, he did this with several artists. For example, he put Whitney Houston at 21.9 million despite Mediatraffic and other sources estimating 24-25 million for it. He also put Falling Into You and Let's Talk About Love at 28 and 29 million respectively, despite most people estimating 31-32 million for them. I guess he just likes to be conservative with his estimates.
