Ideally video streams are down-weighted by ~8x in line with industry revenue and profits, meaning they wouldn't have much effect anyway.  Even a VEVO smash like Taylor's LWYMMD (MV + lyric) has generated "only" 179,000 digital single equivalents stateside (after adjusting for fees).  For reference, at the end of 2016 Spotify paid $0.00437 per stream vs YouTube's $0.00069.

 

Billboard claims they are looking to get their numbers right in the coming year--we'll see.
