No. The Billboard chart date isn't the same of the tracking week. There are 2 weeks of difference. For example Cardi B's Bodak Yellow (the current #1) is for the tracking week of September 15th and September 21st for sales and streams and September 18th and September 24th for airplay. But the Billboard chart dale as you can see is October 7th: http://www.billboard.com/charts/hot-100/2017-10-07 So there are 2 weeks of difference. In reality the first #1 of 2017 is Bad And Boujee.

Starboy is the first official #1 of 2017 and first new #1 of 2017. It was announced on 12/27/16, just 4 days shy of the new year. Technically if you wanted to give it a full week at #1 after the official announcement it would have 3 days in the new year. Billboard is generally 11-12 days off announcing the #1 and week it accounts for depending on holidays, not a full 2 weeks.
