And even if you're on mobile where they require shuffle (though there are ways around that, like making playlists where there's only one song), you could argue that's different than Pandora because you picked an exact selection of tracks to play from whereas with Pandora you just give it a genre/theme and it picks tracks for you. So I do believe they count them as on-demand.
