I'd be shocked if it didn't. Fairly certain it's a done deal I think the billboard article is taking into account people that view their site and the suspense of 3 potential winners. It'll probably go Cardi then Taylor then the Rockstar song then Cardi the week of her album release if it's in October then the new Eminem or Taylor's true 2nd single.
