Spotify's 2017 Most Played is definitely showing a bit of a difference from my top played on last.fm which only tracks my Spotify plays. 

 

I think you could look at the Spotify 2017 Most Played and determine what Spotify counts as a play/stream? Like if songs you play offline a lot are much lower than they should be.
