It's truly one of her very best deep cuts. Incredible musicianship and she + Jam and Lewis went off on the production.

And to answer your question, I think because it is on Rainbow and a lot of people don't take that album as seriously as the rest of her nineties work. It's a mixture of the highly campy cover art and the album having a good amount of filler. It has a few career highlights, though (e.g. Bliss, Crybaby, Petals, Heartbreaker + remix).
