When they put Beyoncé at the top of the Greatest Popstar list, it was a sham. Then they name Taylor Swift as their Top Artist and suddenly we trust Billboard again! Because one list is a tabloid like "greatest pop star" list based on the editor, another is based on chart run and not units, and another that is comprehensive of every release in the past 25 years. Regardless, given the methodology we know Billboard uses, this list makes sense. We just need to remember this isn't quite the same as "biggest" albums in a general sense - it's the biggest albums on the positional weekly charts, completely agnostic of weekly or total units consumed. 1

I assume Billboard is going to do a new one sooner rather than later, with 21 no longer the biggest album of all-time. No way should Rumours or Thriller be ranked lower than any of these 21st century albums when the all-time chart is refreshed.

If you want to extrapolate, at best it means that Morgan's album had a stronger dominance on its market than the others had on their own market.
