Definitely not in the way stans mean it. As others have mentioned, I don't think many artists who have that little involvement in their art are assembling tracklists/choosing singles anyway. I'm sure there a couple of outliers for bigger artists' more modern music, but the majority of hits that built their careers were almost certainly selected for them, not by them.

Usually I'd say no, and that it's just part of the A&R and marketing team jobs, but recently Katy made me think with 143 that maybe having an ear for hits is a must for the pop girls if they want to avoid her level of flopping and panning

No it's not. But that argument usually comes from Selena Gomez and Rihanna stans on this site.
