It would be so easy for her to turn RO from an underperformance into a smash with a top ten single in the US. 

Seeing she has been shameless in other eras, what is stopping her this time ?

Maybe she just doesn't care to and no one is making her. I don't know. If I were an artist and had to shell something like that on to a body of work I had a vision for (even if it weren't a commercial smash) I wouldn't feel particularly proud of that.

That would make sense. Maybe there was a clause that it was for the soundtrack only.

Absolutely. I forgot about Cold heart.  Like Katy could easily slip 365, When im gone and clc onto a super deluxe of 143, those streams are just sitting there. The fact that she still hasnt put Small talk onto Smile on Spotify is mind boggling.
