Whitney arguably had the bigger moment. IWALY is a song that nearly everyone knows, like even people in remote villages would know it. 
 

This period was a transition period for Madonna. Her real peak was during True Blue.

Whitney had the biggest peak of any female artist. Biggest album and song. She was also a legit movie star, playing the female lead as a black woman, in a role that didn't need to be black. Plus her tour was successful, won a lot of major awards, and celebrity was up there too. 

 

Madonna obviously has the bigger overall career and is in fact the biggest female artist of all time, but in terms of peak, Whitney takes it.

Madonna was gigantic during those years but I think Whitney was bigger during 1992-1994 cause she did all those numbers with just one soundtrack

Yeah Whitney did bigger numbers and had the voice of a generation, but Madge changed the culture. I really don't use The Bodyguard but I still regularly listen to Like a Prayer and The Immaculate Collection.
