She was also a legit movie star, playing the female lead as a black woman, in a role that didn't need to be black. Plus her tour was successful, won a lot of major awards, and celebrity was up there too. Madonna obviously has the bigger overall career and is in fact the biggest female artist of all time, but in terms of peak, Whitney takes it. 1
