They are secure and safe and the rhetoric that they are "easily tampered" is a right wing conspiracy in and of itself. Generally there are cameras around and there are sensors in the box itself. They know when it's been opened and emptied. There are also postal inspectors that will routinely drive by and make sure that the ballots and other mail are being picked up like they're supposed to be. Odds are it gets two/3 pick ups a day if it's in a busy city. Source: I work for USPS. We've been told to make sure that all ballots are shipped off the day we get them.
