Arguably their highest career highs:

 

Avril - The Best Damn Thing era, Girlfriend was a huge #1, the pop punk sound was trendy, she was the main poster scene kid for a while. (alternatively: Let Go)

 

Hilary - From Metamorphosis to the self-titled era, the Lizzie McGuire movie was just released, she was the main Disney "princess" loved by everyone

 

Kelly - Breakaway era, Because of You became an international hit, she had a solid reputation after winning American Idol and was releasing a lot of catchy songs

Avril had the biggest peak with girlfriend but Kelly was nearly repeaking in 2012 with Stronger while Avril was struggling to chart.

Let Go was clearly Avril's peak, she was not only comercially successful but a global cultural phenomenon too, she wins easily

Avril is for sure the biggest act, specially culturaly, but I think chart-wise Kelly had a bigger peak with the singles streak of Breakaway - Since U Been Gone - Behind These Hazel Eyes - Because Of You
